Our Founders
ROSC Solutions Group Inc (RSG) was founded by visionary leaders Dr. Carson McPherson, Dr. Paul Sobey, and Dr. Paul Farnan. Together, they bring a wealth of expertise and experience in addiction medicine, psychiatry, and community health to the mission of advancing recovery-oriented systems of care.
Dr. Carson McPherson, CEO
As CEO of ROSC Solutions Group Inc. (RSG), Dr. Carson McPherson is responsible for all strategic and operational aspects of the organization. He provides visionary leadership and oversees the design, implementation, and delivery of addiction treatment programs across Canada. Dr. McPherson's extensive experience includes managing a 75-bed residential addiction treatment centre as CEO for Cedars Cobble Hill, designing and implementing large-scale hospital-based programs, and operating supportive recovery houses in British Columbia.

In addition to his role at RSG, Dr. McPherson is the lead author of the Recovery Communities Guidance Manual (2022), which serves as the framework for recovery community programs not only at Lakeview but across Alberta. His contributions to this manual reflect his dedication to advancing recovery-oriented systems of care and providing comprehensive support for individuals on their journey to wellness.
Dr. McPherson holds a doctorate in social sciences as well as master’s degrees in science and business administration.
Dr. Paul Sobey, Chief Medical Officer
As Chief Medical Officer for ROSC Solutions Group Inc. (RSG), Dr. Paul Sobey brings extensive expertise and leadership in addiction medicine to the organization's mission of advancing recovery-oriented systems of care. With a distinguished career spanning over two decades, Dr. Sobey has been a full-time addiction medicine physician since completing fellowship training in Addiction Medicine at University Hospitals of Cleveland and Case Western Reserve University in 1999.
Dr. Sobey's professional journey includes serving as a family doctor in Surrey for 12 years before transitioning to specialize in addiction medicine. His interests lie in occupation and recovery-oriented addiction medicine, where he acts as an Occupational Addiction Medicine consultant to both public and private organizations. He has worked extensively in both harm reduction and abstinence-based care models, demonstrating his commitment to holistic and patient-centered approaches to treatment.
A recognized leader in the field, Dr. Sobey has held various leadership roles, including serving as the past President of the Canadian Society of Addiction Medicine. He received a Certificate of Added Competence in Addiction Medicine from the College of Family Physicians of Canada in 2019 and Board Certification from the American Board of Addiction Medicine in 2010.
Dr. Sobey's academic affiliations include serving as a Clinical Instructor with the UBC Faculty of Medicine, Department of Family Practice, and an Adjunct Professor at Simon Fraser University. He is the former Lead Physician of the Royal Columbian Hospital Addiction Medicine service and the former Regional Divisional Lead for Addictions in the Fraser Health Authority. Additionally, he served as the former chair of the BC College of Physicians and Surgeons Methadone Maintenance Committee.
In his role as Chief Medical Officer for RSG, Dr. Sobey is dedicated to driving innovation and excellence in addiction treatment and recovery. His expertise and leadership contribute to the development and implementation of evidence-based practices that promote long-term wellness and recovery for individuals and communities across Canada.
Dr. Paul Farnan
Dr. Paul Farnan brings nearly thirty years of experience in occupational medicine and addiction medicine to his role as a key leader within ROSC Solutions Group Inc. (RSG). As a board-certified physician in Addiction Medicine and Family Practice, Dr. Farnan has made significant contributions to the fields of harm reduction, treatment, and recovery.

Throughout his career, Dr. Farnan has been deeply involved in various detoxification and harm reduction programs, demonstrating his commitment to providing comprehensive support for individuals dealing with substance use disorders. He has also served as the Executive Director of the Physician Health Program of British Columbia, where he provided leadership in promoting physician well-being and addressing substance use issues within the medical community.

In his consulting practice, Dr. Farnan is particularly interested in the harm reduction-treatment-recovery continuum and the interface between occupational medicine, safety-sensitive workplaces, and safe substance use. He advocates for an evidence-informed approach to substance use disorders and recognizes the crucial role that workplaces can play in assisting workers with substance use challenges.
Dr. Farnan is encouraged by the emergence of recovery-informed workplace cultures, which aim to decrease barriers such as stigma and discrimination related to mental illness and substance use. His expertise and dedication to promoting health and safety in the workplace make him a valuable asset to RSG's mission of advancing recovery-oriented systems of care.
